The Kadena Newcomer’s Orientation has two mandatory requirements: a Pre-Arrival Virtual Course, located below, to be completed before arrival, and an In-person Workshop, which you must attend within 10 days of arrival.

Privacy Act Information Assurance

  • Purpose 
    This training will help all AF civilian and military employees, to include contractors, understand the procedures for the proper handling and storage of personal information included under: 
    - 5 U.S.C. 552a (The Privacy Act of 1974) 
    - AFI 33-332 (Air Force Privacy And Civil Liberties Program) 

  • What is PII? 
    - Per AFI 33-332 , the term PII refers to information that can be used to distinguish or trace and individual’s identity, either alone or when combined with other information that is linked or linkable to a specific individual. 
    - Types of PII (Not an all inclusive list) 
    Name, SSN, DOB,  Passport number,  Driver's license number, Patient identification number, Financial account or credit care number, Personal address, Biometric records, Citizenship or immigration status, Ethnic or religious affiliation, Sexual orientation, Criminal history, Medical information, System authentication information (mother's maiden name, account passwords, or personal ID numbers), etc. 

  • Why safeguarding PII is critical 
    The following list identifies why safeguarding personal information is critical: 
    - It’s the LAW! (Willfully and knowingly violating the Privacy Act is punishable by UCMJ Article 92 and DAFI 36-148) 
    - Respecting our employees’ and customers’ privacy is a cornerstone of our business and a core value. 
    - Protecting our employees’ and customers’ personal information is essential when doing business. 
    - Bond of trust and keeping it strong must be an ongoing effort. 

  • Employee Safeguards 
    Safeguards must: 
    - Be Administrative (training). 
    - Be Technical (encryption or password). 
    - Be Physical (locked cabinets/cover sheets). 
    - Be based on the storage media (paper, electronic, CD, etc..) used. 
    - Ensure the security and confidentiality of records. 
    - Protect against any anticipated threats or hazards to the security or integrity of records. 
    - Prevent compromise or misuse during storage, transfer, or use, including working at authorized alternative worksites. 

  • How to keep personal information secure 

  • What To Do: 
    - Challenge ANYONE who asks to see personal information in your possession. “Need to Know” 
    - Mark privacy records appropriately: “FOUO: Privacy Act.” 
    - Collect the minimum amount of personal information necessary for the proper performance of a documented agency function. 
    - REDUCE the amount of SSN use (Collections/storage/transmission etc.) 
    - REMOVE: PII (specifically SSN) from all data exports (OBIE/DISCOVERER reports, CMS extracts, etc.…) unless deemed mission essential  
    - DoDID is the approved acceptable replacement for the SSN 

  • What Not To Do: 
    - Distribute or release personal information without authorization or a need to know. 
    - Send emails that contain PII unencrypted (especially .mil to personal account vice versa) 
    - Use interoffice or translucent envelopes to mail paperwork with PII. 
    - Place personal information on local drives, shared drives, e-mail folders, SharePoint etc.. unless it is password protected and has Data at Rest Encryption. 
    - Collect personal information without proper authorization (System of Record Notice, Privacy Impact Assessment, etc.) 

  • Recent PII Breach 
    Access to PII must be on an official need to know basis 

Most Common 
- Unencrypted email sent to commercial account (Breach) 
- Email sent to personnel without official need to know (Breach) 
- Unprotected files with med/high impact PII in SharePoint (Breach) 
- Unprotected files with med/high impact PII in file shares (ERM and Org shared drive) (Breach) 

  • Why are breaches ocurring? 
    - Some org boxes are unable to receive encrypted emails 
    - Users get a notice and are unable to send encrypted emails 
    - Users are accidentally forgetting to click Sensitivity Labels button on emails when sending PII 
    - Users are sending orders (full names and SSNs) to their personal email

Newcomer’s Orientation 

  • DoD Policy 
    Promote an environment free from personal, social, or institutional barriers that prevent Service members from rising to the highest level of responsibility possible. Service members shall be evaluated only on individual merit, fitness, and capability. (DODD 1350.2) 

All Service members and their families will be afforded equal opportunity in an environment free from harassment and unlawful discrimination on the basis of race, color, national origin, religion, sex, or sexual orientation. (DODD1020.02E) 

  • Air Force Policy 
    It is against Air Force policy for any Air Force member to unlawfully discriminate against, harass, intimidate or threaten another member on the basis of race, color, religion, sex, national origin, or sexual orientation. 

Additionally, it is against Air Force Policy for any Airman, military or civilian, to discriminate against any civilian employee on the basis of race, color, religion, sex, national origin, age, disability, reprisal, or genetic information.  

  • Military Complaints 
    Informal complainant chooses avenue for resolution 
    - Resolve the complaint on their own 

-Chain of Command 
- Request intervention from a co-worker 
- Use the Alternate Dispute Resolution (ADR) 

*No time restriction to report informally. 

Note: Complaints of sexual harassment are eligible to receive victim advocacy services from the local SAPR office. 
 
Formal EO Office Conducts Clarification 
- Interview witnesses/alleged offender 
- Gather data through records/reports 
- Preponderance of evidence standard 
- Staff through JA 
 

*Must contact EO within 90 Duty Days 

*No time limit for Sexual Harassment 
 

  • Civilian Complaints 
    Informal: EO conducts limited fact-finding inquiry 
    - Attempts to resolve complaint based on remedies 
    - ADR 

Note: If the EO Practitioner cannot resolve the complaint at the informal stage, the complaint (aggrieved) has the right to file a formal complaint. The complaint must be filed in writing within 15 calendar days from the date of receiving the Notice of Right to File. 

 
Formal: Investigated by Investigation and Resolutions Division (IRD) 
- The AF Civilian Appellate Review Office (AFCARO) determines if discrimination occurred, when hearing has not been requested. 

Note: Employee must contact an EO Counselor within 45 calendar days of discriminatory action. 

  • Personal Responsibility 
    - Set a positive example on/off duty 
    - Confront inappropriate behavior 
    - Clarify perception vs. fact 
    - Use chain of command 
    - Notify within specified timelines

Status of Forces Agreement (SOFA) U.S. Forces, Japan Operator's Permit (USFJ Form 4EJ) 

Kadena AB only issues Operator's Permits to Air Force, Space Force, DoDEA, AAFES, and DECA personnel and family members.  The Initial SOFA Permit Class/Testing is on Thursdays, 1330-1600, following Newcomers Orientation.
