New motorcycle training requirements released by DOD Published Feb. 12, 2013 By 18th Wing Safety KADENA AIR BASE, Japan -- The Department of Defense recently released an update to DOD Instruction 6055.4, DOD Traffic Safety Program. In the previous version of the instruction, intermediate training was recommended. With the new version, intermediate motorcycle training is mandatory within one year of a rider's initial motorcycle training. Anyone currently taking an initial motorcycle training course falls under the new requirement. In addition, military members assigned to U.S. Forces, Japan are recommended to take the Experienced Riders Course, a refresher course, after three years of inactivity from riding a motorcycle, the acquisition of a new motorcycle or a major geographic relocation. When a rider moves up in the size of their motorcycle, they must also complete the refresher course. Air Force military personnel are required to wear personal protective equipment while operating a motorcycle or riding as a passenger on or off DOD installations. Air Force civilian personnel are also required to wear proper protective equipment on a DOD installation, or when in a duty status off DOD installations per Air Force Instruction 91-207, U.S. Air Force Traffic Safety Program, and Kadena Air Base Instruction 31-204, Motor Vehicle Traffic Supervision. Personal protection equipment requirements are: -Wear of a certified helmet is required and must be properly worn and fastened under the chin. -Goggles, wrap-around glasses or a full-face shield must be properly attached to the helmet. -A long-sleeved shirt or jacket made from abrasion-resistant material must be worn. -Riders must wear upper garments that incorporate high visibility colors during the day and retro-reflective materials during the night. An outer upper garment with reflective materials must be worn regardless of time of day while operating a motorcycle or riding as a passenger while on Kadena. -Long pants or trousers made from abrasion-resistant material are required. -Sturdy, over-the-ankle footwear that affords protection for the feet and ankles must be worn. Sandals, low quarters, sneakers and familiar foot wear will not be worn. -Riders must wear full-fingered gloves made from leather or other abrasion-resistant material. Riding motorcycles can be enjoyable but, if not done safely, can lead to tragedy. If you are an inexperienced rider, spend time riding with members who are more experienced. Ensure you have the proper training, wear the required protective equipment and always operate your bike at proper speeds for weather and traffic conditions.
