Angelique Perez 18th Wing Public Affairs KADENA AIR BASE, Japan -- An addendum to the current weapons policy in Japan took effect in January further limiting the ownership of swords and certain types of knives while off base. Violators of the new policy can face a 500,000 yen fine or up to three years in prison. The United States Forces in Japan Chief of Staff, Army Col. Patrick Stackpole, sent a policy letter on the subject to the U.S. Armed Forces stationed in Japan clarifying the new restrictions. All daggers and double-edged knives 2.1 inches or longer are now included in the same category as swords. The sword category also includes spears, halberds with a blade length of 5.9 inches or more, and spring or switchblade knives that have a mechanism to automatically open the blade 45 degrees or more. According to the Japanese National Police Web site, anyone possessing the newly-banned knives must dispose of them by July 4. If the weapons qualify as an antique art object, permission must be obtained from the Japanese Board of Education. USFJ Instruction 31-207, sections 5.12 to 5.17, has been amended to prohibit and restrict specified bladed instruments outside of U.S. installations and facilities. Effective immediately all privately owned blades in the sword category, except those that are part of an official military uniform, require a public safety commission or police department permit prior to possession or transportation outside of a U.S. installation. Public safety commission approval is based on the reason for possessing the bladed weapon, such as part of a public exhibition, and is very limited. The transportation of official military swords outside of U.S. facilities as part of official ceremonial functions, part of an official uniform, or when entering or departing the country must be authorized in writing by the appropriate commander. Any cutlery such as kitchen knives, box cutters, or other single non-folding cutting instruments exceeding 2.3 inches as well as scissors and folding knives exceeding 3.1 inches are prohibited outside of U.S. installations unless they must be carried for business or other justifiable reasons. It is highly recommended to pack any knives or other cutlery used for camping or other recreational activities to prevent immediate access during transportation. The transportation of any bladed instruments outside US facilities for use in off-base cultural or sporting activities must be in accordance with Japanese law.
