Wing commander revises General Order 1 Published Oct. 3, 2010 By 18th Wing Public Affairs KADENA AIR BASE, Japan -- After several months of discussion with unit commanders and first sergeants, the 18th Wing commander issued a revised General Order 1 today. Brig. Gen. Ken Wilsbach notified Airmen of the change through a base-wide message sent out earlier today. Unit leaders will issue new liberty cards to all Airmen. The most significant changes to the order include: Commanders will issue liberty cards to new Kadena Airmen only after they complete the newcomers' briefing or the First-Term Airmen Center class. Until receiving a liberty card, Airmen may only leave the installation for official purposes. Before issuing liberty cards, commanders must ensure all personnel fully understand how critical it is that everyone's off-duty conduct is always beyond reproach. Blue card holders must still be on a U.S. military installation or in off-base quarters between 0001-0500 daily. No Airman is allowed in an off-base bar or club between 0001-0500 daily. Silver card holders may drink alcohol in restaurants (not in bars or clubs) during those hours. The revised order also lays out some simple procedures for commanders who want to revoke an Airman's liberty card. Commanders can also delegate to first sergeants the authority to upgrade or downgrade liberty cards. Commanders and first sergeants can downgrade or revoke liberty cards when an Airman's behavior shows he or she is not meeting the high standards. On the same note, Blue card holders who consistently display superior professionalism and behavior can have their cards upgraded. Read the entire revised General Order 1 here.
