Similar to the enlisted force management initiatives slated to reduce the overall manning of the Air Force beginning this year, programs will also be instated to reduce the size of the Air Force officer corps.
With so much information floating through chains of command and peer groups, it can be challenging to keep it all in order. Therefore, the following lists should give you what you need to know to maximize your benefits and weigh your options:
Involuntary Methods of Separation:
Reduction in Force Board:
Overview:
· The RIF Board is designed to reduce overages in Air Force Specialty Codes to ensure Air Force compliance with congressionally mandated end strength while addressing current and emerging mission requirements.
Eligibility:
· Captains in year groups 2005-2008 and majors in year groups 1997-1999 and 2001-2003 in specified AFSCs and in competitive categories including Line of the Air Force, Biomedical Sciences Corps, Dental Corps, Medical Corps, Medical Service Corps and Nurse Corps
· LAF-J officers with a date of rank to major of May 1, 2010, to March 31, 2011, (Board ID: L0414G), April 1, 2011, through May 31, 2012, (Board ID: L0414H), and June 1, 2012, through Sept. 30, 2013, (Board ID: L0414I) June 2012 through Sept. 30, 2013 (Board ID: L0414I)
Selective Early Retirement Board:
Overview:
· This SERB applies to regular officers on the active duty list in grades of lieutenant colonel and colonel. Officers will be considered by the SERB within competitive categories (similar to a promotion board).
· Total number of officers recommended for retirement cannot exceed 30 percent of the eligible population by grade. Officers can only be considered by the SERB once in any five-year period.
Eligibility:
· Colonels with at least four years in grade and lieutenant colonels who have been non-selected for promotion to the next higher grade at least twice and who, in either case, are not on a list of officers recommended for promotion
Enhanced Selective Early Retirement Board:
Overview:
· ESERB, a new authority granted in the fiscal 2013 National Defense Authorization Act, applies to regular, active-duty majors through colonels.
Eligibility:
· Colonels with at least two but less than four years in grade as of the board convening date
· Lieutenant colonels who have been once non-selected for promotion to the next higher grade
· Retirement-eligible officers below the rank of colonel on active duty
· Certain Majors in the Line of the Air Force, Biomedical Sciences Corps, Dental Corps, Medical Corps, Medical Service Corps and Nurse Corps who are retirement eligible as of Dec. 1, 2014
· Not on an approved promotion list
· Not already approved for voluntary retirement
Officer Force Shaping Board (FSB)
Overview:
· The intent of the FSB is to reduce the overage officer year groups by separating officers in excess AFSCs.
· These actions will lessen the current excess junior officer population.
· The FSB will consider active duty officers with more than three but less than six years of commissioned service as of Dec. 31, 2014.
Eligibility:
· Officers in the grade of captain and first lieutenant in the 2009, 2010, and 2011 accession year groups as computed by Total Active Federal Commissioned Service Date (TAFCSD)
· Specific eligible AFSCs within competitive categories, to include line of the Air Force, Biomedical Sciences Corps, Dental Corps, Medical Service Corps and Nurse Corps
· The board will also consider LAF-J officers with a date of rank to captain of Jan. 1 through Dec. 31, 2009, (Bd ID L9914D), Jan. 1 through Dec. 31, 2010, (Bd ID L9914E), and Jan. 1 through Dec. 31, 2011, (Bd ID L9914F)
Voluntary Methods of Separation:
Normal Retirement
Overview:
· In lieu of meeting the ESERB, Airmen eligible for normal retirement may do so preemptively.
· The latest retirement date for officers who requested a voluntary retirement is Jan. 1, 2015. If boarded and forced to retire, the member must do so by Dec. 1, 2014
Eligibility:
· 20 years or more of time in service as of Nov. 30, 2014
Impact on Post-9/11 GI Bill Benefits:
· If a member elected to participate in the Post-9/11 transfer of benefits option and voluntarily retires in lieu of meeting the ESERB, the member will forfeit the transferred benefit and any benefits used will be subject to recoupment.
Temporary Early Retirement Authority (TERA)
Overview:
· The FY14 officer TERA program will consider certain regular officers in the grades of captain, major, and lieutenant colonel, if they have at least 15 (but less than 20) years of TAFMS by July 31, 2014.
· Eligible officers applying for retirement under TERA must retire effective Aug. 1, 2014.
Eligibility:
· Eligible Officers with at least 15 (but less than 19) years of TAFMS, in specific year groups, serving in select Core AFSs by year groups and competitive categories
· Other officers with at least 19 (but less than 20) years of TAFMS as of July 31, 2014
· NOTE: Officers must have at least eight years Total Active Federal Commissioned Service (TAFCS) as of July 31, 2014, to be considered for TERA.
Impact on Post-9/11 GI Bill Benefits:
· Airmen who were approved to transfer Post-9/11 GI Bill benefits, incurred an ADSC and leave the Air Force under TERA without completing their Post-9/11 GI Bill active duty service commitment will not be subject to recoupment since the service obligation will be treated as complete.
· However, Airmen who are approved for TERA but were not approved to transfer benefits prior to TERA approval will not be approved to transfer benefits.
Voluntary Separation Pay (VSP)
Overview:
· RIF Board-eligible officers may apply for VSP in lieu of meeting the RIF Board. Officers who meet eligibility requirements for VSP will get 1.25 times separation pay.
Eligibility:
· Officers on the active duty list with six or more years Total Active Commissioned Service and less than 20 years of Total Active Federal Military Service.
Calculating Separation Pay:
Full Separation Pay:
·
(Monthly Base Pay) X 12 X (Years in Service) X 10%= (Full Separation Pay)
· EXAMPLE: A major with 12 years, three months and 13 days of total active federal military service:
o $6540.60 X 12 X 12.25 (3 months = .25 years) X 10% = $96,146.82
Voluntary Separation Pay:
· (Monthly Base Pay) X 12 X (Years in Service) X 10% X 1.25 = (Voluntary Separation Pay)
· EXAMPLE: A major with 12 years, three months and 13 days of total active federal military service:
o $6540.60 X 12 X 12.25 (3 months = .25 years) X 10% X 1.25 = $120,183.53
NOTE: CALCULATION DOES NOT INCLUDE TAXES (Tax rate is dependent on state on home of record)
Officers who meet eligibility requirements are encouraged to review personal records and speak with commanders about retainability recommendations.
If selected for separation from the Air Force, members will be given specific out-processing checklists to accomplish. Individuals will also be required to attend the Transition Assistance Program to ease the separating or retirement process.
There have been no published annual retention estimates for the force.
